The development of a coastal village was first proposed in 2002 when world renowned Architect and Urban Planner Andreas Duany and his team of 12 architects and designers came to Perth and held a charette with EDC the City of Wanneroo and the WA Planning Commission (WAPC).

Andres Duany is known for his design work for communities such as Seaside, Kentlands and Rosemary Beach in the United States.
Further development of the concept continued over the intervening years with members of Andrea’s original team including DPZ Pacific and Ludwig Fontalvo-Abello.
After leaving DPZ, Ludwig continued to return to Perth on a regular basis to lead the design team for Jindee, which included the national planning team of Roberts Day.
“What we have achieved so far, would not have been possible without the vision, co-operation and support of the WAPC and the City of Wanneroo.”
“EDC is immensely grateful for the foresight the State Government, City of Wanneroo and our stakeholders who have been prepared to embrace a new way of developing and protecting land - which represents a significant departure from historic practice.”
Ms Roche said that, in layman’s terms, the Jindee Development has been designed to reflect the traditional coastal living of Perth as seen at Fremantle, Rottnest Island and Cottesloe.
“It seeks to be a walking environment where it is a pleasure to stroll through the natural environments, the village and the diverse residential areas all within the square kilometre that is Jindee,” she said.
“Given this goal, Jindee will not be a traditional suburban development with a single culture.”
“Rather what is planned within the 112 hectares of Jindee are a diversity of experiences that reflect different living environments and each of these environments will be what Andres Duany calls ‘fully immersive environments’ each with a different atmosphere and feel.”
“The Jindee coastal village will be created to meet the ocean in much the same way as Cottesloe meets the ocean.”
“This will feel like an ocean-side village and have atmosphere of an ocean-side village, including restaurants and shops as well as apartments and town houses.”
“There will be a natural living environment with large lots immersed in the natural environment on the ridgelines where roads will wind over the dunes and housing will nestle into hillside with uninterrupted views over the coast.”
“This anticipates an atmosphere much like old Quinns.”
A more urban environment will be created in the amphitheatre flanked by the ridgelines. Homes will engage with the street and create an atmosphere more like the residential areas of Fremantle, Cottesloe and Subiaco.
A more traditional suburban area will be developed which will allow for the larger lots more in keeping with older northern suburbs of Perth.
“What is important to EDC is to create diverse experiences at Jindee, from village to natural, each of which are able to be enjoyed by the residents and visitor alike,” said Ms Roche.

A new era in the creation of residential estates in Western Australia has dawned with the WA Planning Commission (WAPC), formally approving the Local Structure Plan for the north coastal community of Jindee.
The beachfront development by the Estates Development Company (EDC), at Jindee, West of Brighton, has created history as the first of its kind.
EDC Executive Chair, Fiona Roche said approval of the Local Structure Plan was the culmination of 12 years combined effort by EDC, the WAPC and the City of Wanneroo.

A charette is an intense period of design activity.

EDC has an excellent track record for bringing to life unique and award winning visions for new urban communities. This includes both the UDIA award winning projects of Harbour Rise and Ascot Waters.
Jindee will include approximately 1,000 residential lots and approximately 1,300 dwellings, enjoying the convenience of nearby district centres including the new Butler train station opening in September.
The Local Structure Plan approved by the WAPC puts in place the ‘Jindee Code’ that controls the specific elements of the development including addressing urban standard, thoroughfare, land-scaping and architectural standards.
“This code ensures that we are able to create the diversity and unique experiences at Jindee,” said Ms Roche.
“Our objective is to capture the charm of Rottnest Island and other coastal areas but in a very contemporary setting.”
The next step will be the preparation and approval of the Detailed Area Plans and sub-division application for Stages 1A and 1B.
Project Director, Greg Dodd, said that subject to the remainder of the approvals process, it was hoped to begin construction later this year with home-sites available for sale by Spring 2015.
“We’ve now reached the tipping point and we will be focused on moving out of planning phase into construction phase as quickly and carefully as possible,” he said.

A unique land development in Perth’s fast growing north-west corridor has broken new ground in WA’s town planning sector.
Jindee is the latest project of the privately owned Estates Development Company (EDC) and recently won approval as the first land development in WA using a comprehensive form-based code planning approach.
EDC’s Jindee Project Manager, James Blitz said the approval was a landmark event that set a new benchmark for a whole new approach for suburban development in Western Australia.
“The Jindee project will incorporate a unique village linked to the coast and regional open space, which will protect the local landform and vegetation as a result of the Jindee Land Rationalisation MRS Amendment achieved in 2010. The project will eventually feature about one thousand residential lots and approximately 1,300 dwellings.” Mr Blitz said
“Jindee’s master planning began more than a decade ago and is underpinned by an Innovation Agreement between the WA Planning Commission, City of Wanneroo and Westminster Estates Pty Ltd that encapsulates a shared vision to create a coastal development using form based urban development controls within the existing WA planning system.”
A Town Planning Scheme Amendment for Jindee has now been granted approval by the Minister for Planning.
“The adopted Jindee Town Planning Scheme Amendment removes the Residential Planning Codes and replaces them with the first comprehensive Town Planning Scheme using Form Based Controls ever seen in the WA planning system.
“A Local Structure Plan, which incorporates the form based code, provides the next tier of development control and is in its final approval phase with the WAPC and the City of Wanneroo.”
Mr Blitz said Estates Development Company appreciated the willingness of the City of Wanneroo, the WAPC and the Minister for Planning, Mr John Day who had been prepared to work with EDC in this ground breaking achievement.
“Form based planning is all about being more sympathetic to the local environment and creating a highly livable community that embraces the existing landform and natural setting.
“This is especially important for a coastal development like Jindee, nestled in the sand hills and seeking to ensure the eventual residents enjoy a natural linkage to the local environment and coastal features.
“The key characteristics of a form based code are that they deliver a clear vision for what the development will eventually look like, providing clarity on building types and public streetscapes to encourage pedestrians and public transport.
“The approach also fosters a mix of uses, recognising share parking opportunities and ensuring that there are tangible public benefits from the eventual development.”
Form based planning codes are used widely internationally and increasingly in Australia on both new projects and urban renewal.
“The built form of these projects are testament to the effectiveness of the form based codes in delivering high quality urban environment that will often draw inspiration from existing revered neighbourhoods.
“In the case of Jindee inspiration was drawn from Cottesloe, Fremantle and Rottnest Island. We’ve sought to replicate the essence of some of Perth’s most attractive coastal suburbs and form based planning provides this flexibility and capacity.”
Mr Blitz said that Westminster Estates had owned the Jindee land since 1978 and had always believed it was a unique site deserving of special treatment.
“It wasn’t until the Executive Chair of EDC, Fiona Roche visited some contemporary examples in the late 1990s, that highlighted the potential to use form based planning to ensure we achieved something really special.
The Jindee coastline is unique given that it features a combination of rocky outcrops, reefs and a system of dunes running perpendicular rather than parallel to the coast.
“This creates a natural amphitheatre where almost all of the area looks to the coast and ocean. This was the starting point when the company embarked on creating Jindee as an alternative, innovative and progressive model for a very special coastal development.”
A Town Planning Scheme Amendment for Jindee has now been granted approval by the Minister for Planning on 23rd July 2013. The adopted Jindee Town Planning Scheme Amendment removes the Residential Planning Codes and replaces it with the requirement to prepare a form based code to control and deliver development across the site, and is the first of this scale ever seen in the Western Australian planning system.
The approval of the Jindee MRS amendment, and now the subsequent Town Planning Scheme Amendment creates a comprehensive statutory planning framework to ultimately deliver Jindee and pave the way for other form based developments in the City of Wanneroo and elsewhere in Western Australia.”
The Federal Department of Sustainability, Environment, Water, Population and Communities have, after determining Jindee as a Controlled Action, now approved the development at Jindee on 18th July 2013. The Controlled Action was focused on Carnaby’s Black Cockatoo. We are excited that the decision has been made after lodging our application in October 2012 and are now working towards complying with the conditions of approval.

Estates Development Company welcomes the passage through State Parliament of the Jindee Metropolitan Region Scheme Amendment.
The Jindee proposal is the result of a tripartite Innovation Agreement between Westminster Estates Pty Ltd (a wholly owned company within the Estates Development Company group of companies), the Western Australian Planning Commission and the City of Wanneroo. It has won the support of successive State Governments and has been subject to extensive community and key stakeholder consultation since the current plans for project were initiated in 2002.
Jindee overlooks a regional beach that will serve residents of suburbs from Burns Beach through to Yanchep and inland to the foothills.
EDC Managing Director Fiona Roche says the Jindee site has some unique characteristics.
"Jindee will be built on an undulating lot that encompasses one of the highest ridges along the metropolitan coastal strip and a rocky headland that provides a foundation for development closer to the coast than in lower and less stable areas," said Ms Roche.
"Traditionally, at our older beaches such as Cottelsoe, residential and beachfront commercial development has a close relationship with the beach, but more recent planning has imposed huge coastal setbacks which are not always warranted and which, in places like City Beach, do more to separate people from the beach than invite them to it," she said.
"Jindee will create a vibrant coastal village with a Cottesloe-style mix of restaurants, cafes, tourism and residential facilities close to the beachfront, while the land behind it will retain much of the undulating nature of the site and feature a mix of transects, from small lot housing and mixed uses in an urban setting through to larger lots that have a rural feel and preserve the natural vegetation of the area."
The proposed development is a radical departure from the usual practice of bulldozing the land to transform every residential lot into a flat piece of bare earth.
"It will provide the residents of the north-west metropolitan corridor with the type of access and amenities that generations of Western Australians have enjoyed at traditional beaches such as Cottesloe," said Ms Roche.
EDC, the WAPC and the City of Wanneroo support the innovative planning principles behind the proposal and are hopeful that the success of Jindee will lead to a broader application of those principles and a better, more site-responsive form of land development in WA.
The planning is being led by leading Western Australian firm Roberts Day, supported by internationally renowned planner Ludwig Fontalvo-Abello.
Among their many projects, EDC have been responsible for national award winning developments at Ascot Waters on the Swan River and Harbour Rise at Hillarys.
